In the case of the municipality, in November 2004 the city council approved a plenary agreement that sought to be protected by the Law of Large Cities 39 40 to establish the co-official status of the two toponymic forms, violating the aforementioned law of linguistic normalization. This decision to admit the double name A Coruña / La Coruña in the municipal sphere was annulled by the High Court on the grounds that a municipal norm cannot repeal the Galician Law 3/1983 of linguistic normalization, which in its article no. 10 specifies that “the toponyms of Galicia will have as their only official form the Galician one”. Finally, the City Council of La Coruña decided to adopt the toponym in Galician for all the procedures and as the official name of the city, thus abandoning its attempts to preserve the toponym in Castilian . 41 41
